We don't know what the manoeuvres from both sides were. By all accounts, Japanese pilots have been perfectly professional when escorting Russian or Chinese bombers near their airspace in the past, so I would be inclined to blame China for this incident.

Chinese pilots have routine showed recklessness and a lack of professionalism when intercepting and escorting other nations aircraft.

Personally these incidents only show how very new China is to the big boy game of saber rattling. Remember they are locking on to Japanese vessels and aircraft and giving them a huge gift of SIGNIT. One day they might learn that this is stupid, but probably that will only be after they start a war and get owned because their radars functionalities were completely known by their opponent.
