Just to clarify, the cartridges "arms" lock into the grooves on the pipe. The cartridges are their own looking lugs

there would be no rifling what so ever, with an extremely short 'barrel' (if you can even call it that). And if either of the "arms" breaks it will launch your cartridge back at your face.

No reason for it to not work at all. But those cartridge cases and their arms are going to have to be beefy as fuck to not rip themselves to pieces. That's probably part of why it's not a commonly-used solution, since you now have to make a semi-disposable thing less cheap.

Instead of having rifling you have two grooves in the barrel and the projectile has lugs that fit in those grooves, thus when you shoot the projectile will spin.
