Why haven't there been more attacks on satellite?
All it would take is pushing get a cheap HPA to its max and pointing it at a satellite to burn out the Recievers and there's no real way to know who did it.
All satellite information is available online. Simple trigonometry will give you the right look angle to burn out any satellite.
Why doesn't ISIS or China do this to American satellites?

Because if someone did that it would be considered an act of war and repercussions would be commensurate to the damage done.
Information and communication are both key to national defense and taking out satellites disrupts both of those, ergo, an attack on a nation's satellite network is an attack on that nation's capacity to defend itself.

You are not entirely wrong, but i think you forget about the inverse square law. If you needed 1kW to destroy a satellite 1m from you, you need 4kW to destroy a satellite 2m from you and so forth. Simply you need a shit-ton of power and coolant, as well as a very well collimated antenna.

Pretty sure an attack on Satellite's is akin to the use of a nuclear or chemical weapon in the agression agreements between nations.
As it stands, an attack on a satellite would be an essential precipitation to a pre-emptive strike against a nation. Basically a sure guarantee that one was about to launch a devastating strike on the target nation, at a national level.
