Okay guys, OP here, just had another experience with the homeless that's more in line with my average experience. Got approached at the bank after using the ATM by a young couple as I was going back to my car. They approached in a well lit area, in my field of vision, and stated "excuse me sir" while the girl waved to get my attention. They politely asked for any spare change. When I asked why they needed it, they said it was to take a bus and they needed a grand total of 3 dollars. I gave them 7. They thanked me graciously and walked over to the bus stop to wait for the bus.

Seriously, all the dude last night had to do was be polite and not tweaking like crazy. Every other tweaker and junky around here is either polite or passive. It just takes a little etiquette.
