Regulations are generally, nowadays, rules and rule books. For instance, Ay Regulation 27-10 is the one about the UCMJ. That book, if followed, will ensure that the Uniform Code of Military Justice functions exactly as it is supposed to.

So because the colloquial understanding of "regulation" means "rule books" the colloquial reading of " a well regulated militia" means one with lots of rules dictating and controlling it.

Yes, written regulations ARE necessary to the functioning of a militia, you can't just have it run wild, but "well regulated" also, literally means a militia that can do the things a militia must, by definition, do. A militia needs arms to fight battles, and a militia is by definition made up of the common people. So the common people MUST have arms, at the ready, so they can form into a fighting unit very quickly. Otherwise it is no longer a militia.
