Invest in infrastructure (schools, renovate deteriorating parts of town, etc). Better schools and housing will attract non-degenerate families as well as investors.
Programs that attract teachers and affluent families to even out the population, for example better pay and subsidies to those who move there.
Nation wide propaganda effort to change inner city culture, show the urban youth that being acting like a chimp will get you no where and neither will acting entitled.
Ease racial tension, with a gag rule on news involving cops in a "bad" light, show gang on gang violence instead. Eventually they'll start hating themselves or their previous peers and will seek to improve.
Make self defense laws more lax, discouraging violent crime.
Increase competitiveness in schools by getting rid or decreasing the amount of affirmative action, however offer payment plans or grants to those who get in and are of lower class.

It's basically a culture war, to win you have to make them want it.
