Really liked it when it first came out. Gun QWOP would definitely be the best way to describe it. Got bored of it really quick tho. Once you've fucked around with the only 3 guns it loses it's attraction.

Only one, really. $500 can get you a decent one, and Receiver will run on less than that.

$200 max for a used sandy bridge (or newer) workstation, get one with at least an i5. This won't last forever since games are now starting to have those as minimum specs, but it'll be fine for a while.
$50 for a beefier PSU
$50 for a new hard drive
And $200 for a video card, but you can get one that'll handle stuff just fine for less.

it's interesting but not really what I'm looking for in a video game. Controlling the person/gun feels clunky because I don't have the buttons memorized
