What's a good new production bolt action rifle for around 1500 bucks in .308 for hunting?

there are a lot of different makes/models. go to a big store like bass pro/gander mountain/cabelas since they will have a huge selection. Pick one you like then search online or in smaller shops for a deal on them
Go buy a nice gently used factory gun with some custom work in that price range on snipers hide, assuming you aren't including optics in the 1500.

Just buy a tikka of your choice and spend the rest on dope ass optics.
It really isn't hard to make a good bolt action, all 1500 will get you is fluted meme barrels and stuff of that nature.
Optics on the other hand improve heavily up to crazy price points.
Find a good scope first, then buy the rifle.
