There´s the operative word you seem to have missed. Furthermore, owning a gun at the mercy of the local police, after submitting oneself to a tiresome, pointless and subjugating bureaucratic process, is not a mark of success.

The Police now do everything in their power to minimize the amount of "evil black assault weapons" entering into civilian hands. It doesn't go that way. If you want aforementioned types of firearms in Finland, you can have them as well. And it's not that hard.

Yes legal gun ownership is here not a right but a privilege you have to earn by being a law abiding citizen. And every legal gun is taken to a National firearms database with owner's ID info. It means an extra stage of paperwork, but that's it.

Personally I got permits for semi-auto 7.62x39 after plinking with my dad's bolt action .22LR and practicing pistol IPSC at the local range for half a year. Semi-auto 9mm pistol 2 years later (as mandated by the law), and then 5.56x45 after I decided I wanted an AR.

The only big issue is the 2 year training period thingie for pistols.

No, really. Hear me out. I call this one "the Americas effect". This isn't stupid as it sounds, just stick with me.

Most criminals and dumb people come from lower social classes. These are the people who hurt or kill themselves in stupid ways all the time. But they still do those stupid things because they're stupid and poor and have no choice. Primary interest group being low end criminals with very poor judgement skills, such as junkies. Currently most junkies carry knives with them. Surprisingly enough it's for self-defence (and ocassional robbing).

So what any of YOU can do is emulate a massive black market by giving out means for these people to manufacture weapons. Everybody has internet nowdays so you can spread extremely simple tutorials explaining how basic firearms are made. None of that luty SMG crap, but rather like pic related. You won't end up with useful guns by today's standards, but what you will end up with is a thriving underground movement that creates issues and eventually starts an armsrace among themselves. These issues will then force the middle and upper middle class(the voter base) to demand weapons which again forces the government to either

A) Dump a whole lot more money on the state security(police, military, armed guards), which will lead to more public dissatisfaction and braindrain.

OR

B) Relax firearms laws on the basis that obtaining firearms is easier than ever, and the middle and upper middle classes need weaponry for self-defence.

Even if they go with A we will eventually end with B, simply because it's economically and physically impossible solution which forces other social classes to obtain weapons by any means necessary. This paradoxically pumps more money into the armsrace, hence forcing A to become B. It doesn't matter what the government says if there's crazed junkies going around with guns.
