The problem isn't the heat, flares are MUCH hotter than exhausts. Its the frequency of the light emitted. IR missiles have a very narrow band that they home in on, which varies based on generation. Not only that but they have counter-counter measures that are specifically designed to spoof the spoofing of the flares launched by aircraft.

Hypothetically its maybe possible. But about as likely as winning the lotto while you're flying on the aircraft during the one and a half seconds from launch to impact.

The systems built into the aircraft are SPECIFICALLY designed to defeat the seekers in missiles and survive-ability gets shaky with the newer generation of missiles, the star cluster has almost no chance.
