The ODA fucked up on thier end by not telling anyone the number of casualties or even if they were still in combat. Mattis originally refused solely because of a lack of information.
He continued to refuse still due to a fear of the attack being diversionary. For all he knew, the second he sent Marines away to try to get to the ODA, an attack could then begin on the undermanned base.
Mattis was given a tough call but it was a logical call to make. Sometimes the best call is still ones that result in the loss of life. War is Hell.
