That's because it's so impracticality fuckhuge it could only land on water as there wasn't a runway long enough for it to pull its fat diabetic ass into the air. Maybe they were hoping it would actually make a full circle and be stealthy because any radar operator would conclude it had to be some sort of malfunction when they saw a flying support frigate hurtling towards San Francisco.
