An automatic black power SMG.

And there you go, a full automatic, totally legal full auto SMG because it uses black powder. Not even an background check is required because black powder pistols are not considered firearms under US law.

The only problems with this design:

I think America did make a prototype ultra-high velocity 3" gun in the 1980's, but that concept hasn't evidently proven itself worthwhile.
