American airstrikes and sorties in Afghanistan are flown largely from bases and outside of Afghanistan, with one heavily defended city-sized exception (baghram).

American boots on the ground in Afghanistan have little to no day-to-day control outside of major cities, and live in a state of siege in FOBs under frequent mortar attack. At best, locals don't give a fuck about what the Americans tell them after the Americans leave. At worst, the locals plant bombs for the Americans on their patrol routes or mortar their FOBs.

We are not winning the war in Afghanistan. We will not win. Our military has no way to "win" that war unless we glass the entire country, and even then, there would still be thousands of Afghans in the mountains who we could never find, but who would hate us even more. Every insurgent we kill in that country makes our situation there worse.

If you attempt to wage war on a population using the same COIN tools (drone strikes on leadership, frequent patrols, arrests of suspected insurgents with little to no due process, etc) in the US, you will be faced with all of the same problems we now see in Afghanistan, but against an enemy that looks, talks, and thinks like us.
