Yeah we can get them for very cheap. I paid $230 CAD for one with the cleaning kit, 3 stripper clips, sling, and 60 rounds of surplus ammo.

Just picked it up locally. One of my nearby stores has a small section full of bulk boxes of various types of ammo. Wasn't exactly $200 - probably closer to 210 or 220. Czech surplus ammo from the 60's

Two things to remember.
1) Look into the regulations for importing a SKS from Canada with the ATF first. I'm willing to bet it's going to be MUCH cheaper and easier to simply source one in the US otherwise you Yanks would be clearing our shelves on a regular basis.
2) Our magazines HAVE to be pinned to 5 rounds. Older pin jobs were done internally and are easily reversed with basic tools. Newer pin jobs are destructively welded through the bottom of the magazine and then covered in BBQ paint.

If a canadian citizen with american citizenship buys one in Canada he can bring it over.
If a Canadian citizen owns one and then becomes an American, he can also bring one over.

It has fuck all to do with citizenship and everything to do with the gun itself being compliant with regulations such as 922r, ITAR and whatever other bullshit the ATF has in place.
That's why I said to check with that agency FIRST and also why I mentioned that if the process were easy or economical, Americans would be clearing out our shelves on a regular basis. Canadian shops would also be selling their stock to the south for fat profits instead of to us but that's not what we see happening. That alone tells me there's some kind of roadblock in place which makes it either not economically viable or not possible due to regulations.
