Sure, but EN-B/A wings reinflate near automatically even from a full collapse.
I'm aware of Qatar, India, Russia and I'm sure several other countries use them for various functions.
Certainly not the best military asset, but they have utility if employed in the right circumstances.

Rockets are recoilless. Their first stage plume is well below and behind the paraglider wing. It would have negligible effect on its flight, considering it would be no more disruptive than transitioning through a typical thermal.
