No, weapons like this are purely offensive, they're meant to clear out dug in enemies and clear out buildings extremely quickly.
That being said, Russians do have thermobarric variants of their vehicle mounted ATGMs like the Khrizantema and Ataka.

it has been argued that a world war 3 style fight against near peer adversaries might end up like ww 1 with troops holed up under the cover of missile defense systems to protect them from smart munitions. The fact is that cluster munitions especially smart cluster munitions will make it very dangerous for any armor or foot soldiers who are exposed without air cover. Even then artillery deployed systems can still get them.
Not to mention you really cant hide anymore. thermal sights can spot you 10 plus miles out, satellites, allow for observation of large troop movements,

Automated systems is why the military probably wont be using traditional infantry in 20 years. Like you said, they just wont survive long enough to do anything useful.
The future of ground combat is going to rely on not being detected, so future wars will probably be fought by automated pr remote controlled systems with special forces teams trying to sneak through and disable shit.
It was actually in a technology report NASA forwarded to the military, wars will become increasingly defensive in nature and rely on increasingly automated systems. Humans will just be for delicate shit computers arent good at like abstract tactical decision making, or maintenance.

Actually you're thinking of the XM191 napalm launcher. That was a prototype and saw extensive testing in Vietnam. M202 didn't enter service until 1979.
