Shoot at outdoor ranges if you can, and carefully control your breathing. Shooting should be almost meditative. Slow, deep breaths, let it halfway out, hold, squeeze trigger. Don't even think about the gun going off. Ignore that. Just concentrate on the act of slowly squeezing the trigger while on target. Let the gun "surprise" you.

If you can get a revolver, there's a great exercise where you open the cylinder, load 2 already fired cartridges in, load the rest with live rounds, spin the cylinder for a second, and then close the gun (don't slap it shut while the cylinder is spinning, it's bad for it). That way, you have 2 duds in there, and you don't know where. It really helps you learn to deal with flinching.

You might not be synchronizing very well with the gun. You probably need to spend more time with the gun to let your brain wavelengths get closer together. It's kinda like how in evangelion the pilots have to like bond with the Evas or some shit. same thing with guns. Once you get synchronized perfectly harmony you will see a huge improvement in your shooting with that gun.
