Cant stand against China, that's a fuckin pipe dream. What they should do is turn themselves into a mini marine corps, a self-sufficient internationally mobile fire force. If they cant realistically defend their waters on their own meager budget, they might as well make themselves useful in international operations, so have their own version of SOAR and shit and make it so they aren't stealing washing machines from garbage skips.

Broker deal with Australia/US to build airfields/logistics support on north coast and have them manned by RAAF or USAF/USN squadrons. It'd be beneficial for both, it'd just take a bit of negotiation to decide how much New Zealand would need to pay.

I don't think they have enough money to operate their own fighter/intercept squadrons but they could definitely support some kind of allied presence agreement in strategic areas.

how exactly? they aren't involved in serious conflicts and all of their military orders are for antartic equipment. NZ has checked out of the anglosphere's gloryhole dreams long ago.

Either go full coastguard (the most useful thing for the NZ military to do with its huge EEZ), or merge with the Australian military.

Put the majority of NZ ground forces in a NZ regiment within the combined forces, which the NZ government has a veto on deploying abroad, and is mostly used on garrisoning roles, however naval and air assets would have no such veto on deployment.

On a more serious note, the foward planning is decent, considering the miniscule budget.
The Inshore Patrol vessels are being replaced with a decent OPV.
The there is plan for a proper LPD in around te years.
The mine warfare and dive boats are being replaced with a decent auxillary vessel that weighs as much as a frigate.
The fleet tanker is being replaced with an ice strengthened ship.
If they replace the ANZACs with a decent heavy frigate and the P3s with P8 then they will have enough to join an Australian task group or to suppress coconut niggers without help.
