GDP is not a good indicator in Russia's case. Russia may have a GDP the size of Italy or Spain, but they control roughly 1/4 of the worlds supply of raw materials. Meanwhile labor is cheaper than their either of them.

70% of the economy are government-owned corporations that don't compete with anyone and don't respond to anyone. After the 90s development businesses got choked pretty hard with taxes and regulations and it just gets progressively worse. It doesn't really matter like the other guy said about GDP, selling the natural resources is enough to keep the regime running. This is grossly oversimplified. There are huge numbers of strategic and high-tech resources which Russia has no access to, and a HUGE proportion of completely unexploited resources in geologically/climatically inaccessible areas.
