Yes, the Italian military is charged with guarding all of Rome, the Vatican included. The Vatican just gets a special exemption that allows them to have a heavily-armed private security force with law enforcement powers in the confines of the Vatican. In the very unlikely event that an overwhelmingly large force of terrorists (like ISIS or whatever) were to take the Vatican, you can be sure there would be Italian military and police involved in the retaking of the area. Maybe Moldova or Transnistria (which is a bullshit country, but whatever, they have de facto sovereignty and have been able to manage their infrastructure). Any country in NATO or with strong ties to NATO countries (like Vatican, San Marino, Iceland, Luxembourg, Liechtenstein, Malta, Monaco, Andorra, etc.) would be pretty much impossible to take without getting slaughtered in the counterattack.

Those are all NATO and EU countries. In the event of an attack, NATO members would likely get involved. EU might pussyfoot around because the EU always pussyfoot around, but NATO countries would definitely be involved. In mainland Europe, all you need to worry about is terrorist attacks. The only parts of Europe that are in any danger of being overtaken in any way are Ceuta and Melilla, which could easily be taken by a determined and well enough equipped force of Islamists. Morocco would not attack Spain, and Algeria wouldn't try fucking around with Europe either. If Egypt were to be overtaken by radical Islamists worse than the Muslim Brotherhood, they might pick a fight with Israel and harbor terrorists en route to and fleeing from Europe. But yeah, Europe is pretty safe from direct invasion, especially now that Russia and Turkey are involved in Syria and ISIS is getting Kurd-stomped in their eastern territories. Even if that wasn't the case, you can be sure a coalition of European nations and most likely the US and Canada would get involved and quickly stop any ISIS incursions into Europe besides small terrorist cells.

Depends entirely how will their allies react. Assuming NATO does nothing Luxembourg is easily weakest non-city state in Europe. Second weakest real country would be Ireland, followed by Belgium and Sweden.

Sweden despite it's impressive military industry doesn't really have army. Massive county with Army that can effectively defend single city. Brigade and few battalions of support units. Their army is meant for peacekeeping operations and to work as marketing display for their defense industry.

My guess would be some smaller Eastern European countries (Especially the baltics). You can also think of Caucasus if you call it europe. Anyhow, from what I know is that the Baltics as members of european union and NATO have a bigger guarantee of surviving. They also do not risk getting nuked as theyre too close to russia (same goes with caucasus) unless Russia really give no fucks. That is therefore my conclusion.
