Try spraying that hole with break free over night then try a steel pin punch with a mallet. Start with a large pin punch to get it free and then a small one to push it out...

That's weird. It's the same colour as the sight ladder, and it rotates when you flip the ladder up. If I didn't know better now, I'd think it was one piece.
