I think it kind of stands to reason that you don't put people on the job who tend to have long-winded introspective debates on the ethical ramifications of a nuclear exchange.

Probably this. You just do enough drills to make turning the key as commonplace as taking a sip of coffee, and shitcan everyone who gets second thoughts so that the only people who remain are the ones who do as they're told 100% of the time.
