There's a good number of homebuilt submarines. It's possible, but a pretty big deal as /diy/ goes. I've seen some nice ones though. Also some terrifying ones. Google and enjoy.

If you can build a superstructure, you can use pic related as cheap ballast tanks.
The biggest challenge would probably be recycling air and getting the engine exhaust out of the sub.

How effective were these drug subs? They look noisy as hell so its not like the coast guard or navy would have had any trouble detecting them.

Yes, like an reasonable working adult. You don't need a thousand people to build one of these. You'd need a marine welder, marine electrician, and marine engineer. And probably a contact who can source and/or fabricate the materials.
But, again, I am not OP. I like not suffocating or drowning to death in a small, cramped space. They're still pretty cool to look at though.

According to that report, which is put together by some USN dude on a drug interdiction force, they have captured 33 vessels since 1993. 22 of which are called Vigos which are basically just cigarette boats that sit just under the water, but allow the pilot to see above the surface out of a window.
10 of those 33 were full-on submersibles. The report is put together in a way that shows the subs technological progression over time. One of those guys above could carry 9 tons of cocaine at a time. It would pay itself off in one load. The boats are far less risky/expensive so I'm sure they're more numerous, but if the engineering has gotten so much better I'd bet there are more narco subs than ever.
