Actually the missile's pretty great for what it is, it's just a cheap ASM so if you're poor it's a nice thing to have. Like I said above if you fire a lot of them you can overwhelm defenses, so catching a ship in a strait or channel and then zerg rushing it would be the ideal use for this. Honestly I wish we had something similar in our inventory to pass out to NG units as long as it had decent performance as a SSM too. Doesn't really fit in with our doctrine because we have unrivaled air superiority literally wherever we go but I cannot see why an el cheapo version of the Tomahawk would be a bad thing to have.
