Here's the difference .308 is rated for higher pressures. It can be used interchangeably in .308 chambered guns and .308 probably won't explode most 7.62x51mm weapons, but don't use it.

The military developed the cartridge from the .300 savage and Winchester released it commercially before it was adopted by NATO with a very slightly different spec.
