Cop have been militarizing as far back as the 30's anyway. They weren't hunting motor bandits and bank robbers with just revolvers if something better was available.

IMO, it's the Obama Administration (and Bush to a degree) tightening what government can sell as surplus. So now more and more surplus is donated to local PD's because they can claim it easily instead of the equipment being destroyed.

My local PD has three 2.5 ton trailers. Do they need them? No, but you see fewer and fewer of them for sale as surplus. Same for M16's, older Berettas, uniforms, etc.

PD's are claiming them for free, plus many ex-vets going into PD because of lack of jobs elsewhere, so they are using familiar equipment.
