here is how it actually works
you fill out your SBR paperwork with a specific OAL and barrel length, that is the OAL and barrel length of what is going to be your SBR after your F4 is approved and you have your stamp (keep in mind caliber is also on there)

now for things like ARs, you can change barrel length, caliber, etc. to ANY length or caliber without having to do anything extra

so if you have it as 9" on your paperwork, you can throw on a 5" or 12" upper without issues, UNLESS YOU SELL THAT 9" BARREL/UPPER

swapping uppers is fine as long as you have the configuration listed on your paperwork in your possession, once you make a PERMANENT modification you have to send a form to the ATF letting them know you made that permanent modification

so if you have a 10.5" 5.56 upper on your paperwork, buy a 7.5" 300blk upper, you can swap those as you please; if you sell that 10.5" 5.56 upper, you have to update the ATF with a new barrel length, caliber, and OAL for your SBR

On an AR-15 on a Form 1 all you need is to have the upper that matches the length of Bbl thats on the form 1, you can put any other upper on it if you want.
