A lot of Incidents create divide within departments themselves, but no one's going to talk to the media about it because A) they're not allowed to and B) what I stated above. It was apparent that it was a danger to his safety, now it's outside without a leash posturing and barking like it's going to bite him. Should he wait until it latches onto his leg? Cops in college cities are notoriously bad. Our neighboring department where a quarter of their city is a campus is a complete joke. I'm not sure what causes it, probably dealing with drunk edgy kids all day.

As you can see, even from an officer's perspective, the goodness of a department varies from department to department. For example I have very little respect for cops in places like CA and NY because of their tendency to enforce unconstitutional laws. In my department however, we're huge on the Constitution, to the point where we have to let legitimate bad guys go because those protections apply to them too.

Cops have been tried and jailed. I can at least speak for my department, in academy they always said "if you do this, I hope you look good in orange" meaning if you fuck up and act outside of law, your ass will go to prison. We've arrested our own officers before, most recent one was a guy who cleared a house that had been broken into and stole some money he found in a drawer. He thought the family wouldn't report it because theyre illegals, but they did. He was sent home immediately, put on leave, and arrested the next day at his home. Not a single person in the department defended his actions. Media was never involved (it's always better when theyre not) so the chief didn't have to play the "we're looking into it we still don't know maybe he dindu nuffin" game. Again a layman struggling to understand what it is we actually do. Around 5% of my shift is writing tickets. 30% is dealing with homeless people trespassing and aggressively panhandling, 40% responding to service calls (of which 5% are serious) the rest is writing reports, just patrolling, or appearing in court to testify against some shitbag.

BS. Cops will be on the scene within 5 minutes of the first 911 call in a non-rural locale. As soon as 3-4 of them are there, with their armor and rifles ready, they will enter in order to engage the shooter. That's SOP post-Columbine. Hecc, I've called in an active shooter myself and watched the PD response, deployment of perimeter, etc
