It's got a blue spoon, which is what you'd see on a practice fuze, normally the kind of thing attached to an HE body.
Likely answer is this grenade is cobbled together from a used M18 body or an airsoft grenade body, and an inert training fuze. Refilled in the style of airsoft smoke grenades (they have many methods).
I highly doubt it's an original factory new smoke.

Like I said, it's got a blue spoon. Plus it's got burn marks around the bottom (look at the youtube thumbnail).
Those two things alone make me think it's a DIY reload of an empty grenade body.

I'm not saying new smokes don't find their way to sale on the market. I'm just saying it's pretty obvious this particular one is previously used.
The body is burned near the bottom, indicating prior use and the factory fuze is missing. Seems extremely obviously not factory new.
It's not the biggest topic to argue about, so I don't really care, but it appears quite open and shut.
