A CIRAS style plate carrier is a good base and can be scaled up or down to mission needs. Theyre quite readily available on eBay

Primary I'd look to a Kel Tec Sub 2000, cuz the mobsters are probably runnin glawks in 9 or 40 and ammo scavenging would be easier.

Secondary I wouldn't bother with the low penetration of 22. Get a long barrel for your pistol, a tap and die to self thread it, go to home depot or lowes and make an off the books suppressor. Vigilanteism is illegal anyways so why care about violating nfa laws?
