Conscription (assuming you're not in a country that's irredeemably corrupt/impoverished) is a pretty good way to teach younger generations a sense of duty/discipline. Makes them work hard, they get to be part of something bigger then themselves. Assuming the experience isn't overly negative it'd probably even foster some patriotism. Generally sucks but the country is making sure it will survive. Countries with Volunteer militaries typically have better militaries though. South Korean does it because they made decision every male needs to be able to fight, they have Mr Psychopath running North Korea and 13,000 Artillery pieces targeting Seoul (which is within 35 miles of border). So it's justified for them.
