Even completely ignoring gun politics, I have no idea why Congress doesn't inform them to stop.

It makes way more sense for the ATF to approach representatives with future plans so that they can consult any businesses in their districts/states. That way you can avoid costly temporary shutdowns of entire swaths of industry because someone at the ATF didn't know the ins/outs of antibody sequencing.

TL;DR: Fucking with the GDP is a great way to get your budget slashed in half.

They exist to fight very narrow kinds of crime. They do stupid shit so they can look like they're doing something. If gun crime decreases by 10% and knife crime increases 6 fold they can say they did their job. Which is probably the best excuse for just abolishing them outright. At most the ATF should just be a division of a law enforcement entity tasked with managing regulation. Not a full blown law enforcement entity themselves.

That 0.1% of the time that the commandos come to your door, it is generally your fault. The only situation I can think of is if you keep ignoring the notices from the IRS, then the certified mail notice, the the courier company that serves you your court summons, then you skip your court date.
I can't think of a time the IRS took the lead on bashing in someone's door. They generally let either the FBI or local police so that.
The only other situation you may find the IRS coming after you with commandos is if you lie and try to hide income from illicit means. See All Capone.

If we're looking for exactly ruined life, then out of this list:

Lattimore and Davis both had their government careers ended. Davies went from being one of the most bad ass diplomats alive to working at his families furniture store. Anne Moss lost her job, although she was rehired to a lower position afterward. She also had her lack of education largely paraded across the national stage.

I get it. McCarthy wasn't the giant wad of human refuse the progressives have painted him as. He did root some questionable individuals. But he was perfectly happy to end (at least) 3 careers for personal gain and terrify political opponents into submission by threatening to pull them into the modern day equivalent of the Star Chamber.

The man was a giant douche canoe, and also, according to another douche canoe extraordinaire Henry Ainslinger, possibly also a heroin addict.

In student congress I made a bill on the premis of budget cuts that dismantled the ATF, alcohol and tobaco were given to the FDA, explosives and arson were given to tye FBI, Here is the fun part no one in my class knew much about gun laws, I sold them on repealing the GCA and the NFA because it would eliminate expenditures. >some idiot is actually defending Joseph McCarthy

McCarthy is a scumbag because his ultimate failure actively damaged more serious attempts to root out Communists and Communist sympathizers in the American government. When he was discredited as a result of making unsubstantiated or poorly substantiated accusations for the purposes of increasing his own visibility/political power, it also unfortunately discredited the very real notion that internal subversion by Communist agents was a threat to the United States. That this mistake came back to bite us all in the ass during the 60s and Vietnam War hardly needs further explanation.

Most of the times you look deeply into the people who have IRS trouble it's one of four:

1) Took very bad advice from professionals. (Willie Nelson is the ur-example)

2) Took very bad advice from people who think that because someone in Delaware in 1913 was a Freemason who signed using a green ink pen means income tax is unconstitutional, also the magna carta, your social security number is a registration for a false person blah blah blah...

3) Decided not to pay their taxes, and got away with it long enough that they felt they were the ones getting screwed when consequences finally rolled up on them.

4) Occasionally actually got screwed; like some old guy who still does all his business in cash and probably wasn't doing much wrong, but the way they were doing it tripped every warning flag in the system. (Cash only generally translates to tax people as: 'I am cheating on my taxes').

Which is still collecting the taxes and fees however as has already been pointed out the IRS is much more efficient.
