Honestly. If you see someone dressed as a clown in a situation like the one you posted, just tell them you've got a gun, if they don't run off or say its a prank you have legit reason to be worried. Call the cops while watching him, hand on your gun if you have one, but not drawn, and wait for the cops to show up. If he does anything to threaten you you pretty much have every fall back for self defense: he was warned, you called the cops, you weren't brandishing, and honestly what jury will convict someone for shooting some creep in a clown costume that's trying to lure children into the woods? I'd bet slim to none.
