I imagine if an army were started it would be like minded folk that surround a secret pact and recruit from there. If you can shoehorn people that feel lonely and want friends that easily gets "believers".

On the other hand it's the reverse of profitable in times where prices only go up. (Like shoulder things)

So a believer system is the main way to do it. Out of a garage, or a basement with everyone going to "group meetings" that are staged as something else.
