I'm an expat living in China, since the Kunming attack, there are SWAT or people's armed police (gendarmes essentially) on station at basically every train station (plus airports obviously) and most large city squares, usually basically the same configuration as >>31097305, someone with riot shield+batons, someone with man catcher, someone with guns. The actual guns vary but are usually smg/assault rifle. Shotguns are rare, usually only armed couriers use them when delivering to/from banks.

Police with maces are rare, I've never seen OP's maces in police hands before, it's usually batons though I've seen stun batons a fair bit. I tried to get a people's armed police to shock me with a stun baton to see what it was like but he refused point blank no matter how nicely I expressed the request.

Because the state is the prosecution for criminal action and even with a system of a grand jury you can't bring criminal charges effectively against anyone the state doesn't want to.

So police keep committing crimes and the government ignores them.

Even if you could get an elected judge to accept a criminal case from civil grand juries or investigating grand juries, any conviction would be thrown out by the appointed higher level judges.

Fun legal fact, the police have no more legal right to use force than any other person in the USA. In every case of use of force by the letter of the law a citizen could use identical force to a law enforcement officer and it would be equally as legal or illegal. Most states even technically have no weapons exemptions for the police so most are using weapons in violation of state law if that state has a poorly worded weapons law.

The legal idea that if you don't enforce a law it's not legally a law needs to go, and we could also see about shooting most ((( judges and lawyers))) to return sanity to the system.

I get your point but the PAP have other roles too.
They guard all government buildings and provide armed security where required. They 'guard' foreign embassies (to prevent defectors/asylum seeking I think). Ok, that's not hurting your point at all.
But the main role?
To prevent all the guns being in the hands of one police force. They're a gendarmerie, they operate domestically exclusively but have parallel training and structure to the army. They really exist to counter either the police if they try and arrest the party leaders or the army if they try and pull a coup. They probably train against both threats.

It's more about division of armed forces, if they didn't exist then either the police would have more guns or the army would have more domestic presence. Either outcome would make a coup/justice more plausible.

There actually was a sort-of/possible/rumored coup attempt just a few years ago, near the start of Xi's Tigers/Flies campaign. It never got very far because different armed groups got different orders causing a stand-off outside the first target after a few warning shots which resulted in party elders negotiating and telling people what was going to happen.

Saddam had the same kind of division of forces in the Iraqi Republic too, which was one of the reasons that the army was so shit. Nobody was allowed to command too many soldiers or have them be too well equipped.

Yeah, it's kind of like that. Those sorts of patrols are always mixed armaments. I've seen a lot of three man patrols that are riot shield+baton/man catcher/gun. Even the all gun ones I've seen will usually be pistol/smg/rifle. I've only ever seen one patrol with identical weapons and that was probably for show or training. A patrol of about ten PAP went on a march around the front of Guangzhou East Station and they all had pistols in centered belt holsters but they were also in semi-dress uniform.

Yeah, I think so. Probably primarily for prisoner transport...I haven't seen it used by patrolling/guarding PAP.
I've been inside Chinese police stations though, nearly all expats have because we have to go to register and shit. They have stuff lying around like metal chairs with backs that have holes for handcuffed arms, so that you're hand cuffed into chairs for beatings/stress position interrogations.

And yes, there are dedicated polearm making companies, it's a standard bit of kit for daoist temples, they nearly always have two racks of pole arms along side the altars. Plus tourist market and just generic wall hanging weapons market. So maybe they just asked one of those companies to customise some a bit.

The hilariously dark consequence of this is that if you know your firearms even basically and are aware of law you can't convict him of that because it was clearly not criminal negligence, it was cold blooded fucking murder. Even if he 'didn't mean to' pull the trigger he drew down on a person who wasn't a threat and was doing nothing more threatening than trying to escape from an overturned vehicle. That's aggravated assault, which is a felony, and if you negligently kill someone while committing an inherently dangerous criminal act the law generally treats that as first degree murder.

As a juror, you can nullify and convict him of involuntary manslaughter which is a lesser crime than he deserves but only if you're aware of nullification and then you've got to convince the other jurors to go along.
