They adjust much better to a military lifestyle than you'd think. A lot of people turn to crime not so much for lack of discipline as for money. You can rob this liquor store or your babies can starve. Your choice. Oftentimes, these people can't find legitimate work for various reasons or get roped into it at a young age when EVERYONE is an impulsive idiot, and then rack up a rap sheet so long nowhere will hire them. Couple that with the threat of violence if they try and leave their gang or whatever, and they're stuck as criminals. No way out, so they keep committing crimes as a means of producing income for themselves. Their kids get sucked into it and the cycle continues. Offering these people a chance at meaningful, productive work and a good skillset can often give them a new lease on life. If they're already accustomed to violence, why not send them to the military?

They have food and shelter. Wether it be from food stamps, government housing or a homeless shelter all the different programs. It is a problem of idle hands more than anything.
