Russians have had to deal with multiple hostage situations involving whole platoons of militarized Chechens and nearly 1000 hostages, something western SF has never and probably will never have to content with. Achieving the approximately 75% hostage survival rates in all cases is a testament to their capabilities. Anyone who thinks that the SAS or HRT could have handled Beslan or Moscow theater any better than Russians managed is a naive memespouter.

Pretty much this. The Russian SF had to play a very tough game with the Chechens. I wouldn't go ass far to say the SAS or HRT couldn't do any better at the time because they were much more organised than the Russians (Who were experiencing the effects of a collapsed economy and general disorder within the military) at that time. Still i'm sick of people shitting on the Russians for this, they had to play with the cards they were dealt.

Beslan might be the single most fucked armed terrorist attack in history.

Moscow was shit as well as the authority that released Kokol-5 in the theater was a Russian CBRN brigade, and the FSB/MVD have no authority over them; when the hostages who ingested the aerosol were administered to hospitals doctors were directed to treat them as if they were exposed to high volumes of another agent with similar effects, which is in fact ineffective at Kolokol-1; half of the hostages died as result of these complications.
