I'd probably just put a thin layer of clear coat on it. it looks pretty awesome as is, but I'd want to stop it from rusting any further.
As for restoring it, I'd assume you'd just want to get some high grit sand paper and just sand off the old paint and spray it down with some new semi gloss paint.

I'm pretty sure it's a Czech M52, obviously the pot itself is of Russian design but the liner in the 52s are from WW2 German (paratrooper?) helmets. I have one from 1963.

Don't do anything to take it out of its current condition without consulting an expert. Sometimes things can be worth more rusted than restored.
