Since when does playing a big part in the economy have anything to do with being a capital? In fact, in the United States our state capitals are usually separate from the economic centers so as to distribute jobs and resources. If you just want to create a crisis, besiege and seal it as tight as possible. The population density will use all resources within days and they'll kill most of themselves off in short order.

Of course, the survivors at the end of several weeks are going to be about as tough as unstoppable zombies, so you wouldn't want to send your own people in at that point.

If two conventional armies need to fight in the NYC urban limits ... you've got to describe the situation better. Why are they fighting? What does each army need to accomplish? Will supplies be incoming for either or both armies?

Tactics and collateral damage each army employs will depend heavily on the specific situation. You must have seen the shit show in Syria by now. That's what it looks like when a vastly superior force us taking a city from partially supplied (in relative terms) defenders, and the attacking force is using modern air power. Those are little more than towns compared to NYC, and that's been going on for about three years, with maybe an end in sight within another one or two. In addition, that's even when nobody cares how much damage they do to the infrastructure or civvies ... imagine if they were trying not to level those cities.
