It wasn't so much the fault of the Manchu emperors. China was still ahead or comparable technologically before the second to last dynasty (ming), but the extremist isolationist philosophy of the ming ruined it, and by the time the Manchu came in, it was the early 17th century and the Chinese were already lagging.

The Hans spreading all over the Chinese plains like locusts made that there was no real impetus to war mongering in the region past uniting the split states.

Compare that to Europe and the Mediterranean being in a state of endemic warfare since the Bronze Age.
Pretty much every technological improvement that made its way to Europe was adopted and magnified pretty fast.
Look at canons. Little hand-canons made their way through Iberia in the late 1200s. In the early 1300s the French were making the first metal canons (very stubby and with a small aperture shooting some sort of big bolt). A few years later they got big enough to destroy cavalry. A few decades later they were big enough to destroy fortifications with stone balls. Less than 150 years after the French made the first little stubby metal canons, the Ottomans were ordering gigantic bombards from Hungarians to tear down Constantinople's walls.
