Need help identifying this gun, model/brand/whatever.

It was a type 99 that someone fucked with. Could be any caliber, you'll have to get it checked or make a chamber cast. Worth maybe $100, $150 if it's in its original 7.7 caliber.
It's an Arisaka originally in 7.7 Japanese.
Many were converted to .30-06 after being brought back as war trophies, and the action is strong enough to take such conversions.
However, some were done poorly and 60-70 years of rusting makes them a bit sketchy. Do not fire this gun without prior inspection by a reputable gunsmith. It can potentially explode and kill you.

The owner is looking for a turned down bolt so he can have it drilled tap and fitted with a scope. Where would he look for one.

None exist for the Arisaka. He'd have to have the gunsmith turn the existing bolt handle down for him.
