Singapore on a per capita expenditure basis (they lay out almost as much as Indonesia and Malaysia combined), and certainly in terms of naval and air capabilities. Army is well-equipped with a combination of Euro/Burger/Jew and indigenous hardware.

All bets are off on actual quality of land forces though. I'd guess the Vietnamese.

Worst Korea and Japan are probably the toughest out of the northern hemisphere and while Taiwan isn't very big, they're liable to fight like motherfuckers if cornered.

Basically Singapore compensates for lack of numbers with better tech and training. They can do it because Singapore only really expects to fight Malaysia in a land conflict (Indon and wherever is separated by ocean) and Singapore planes have enough range to cover all of Malaysia.

The reason why Malaysia is viewed as a joke is because they can't maintain their own planes (they have Russkie MiGs which they need Russian techs to maintain... but those are expensive, so they skimp out).

Basically you don't need an aircraft carrier if you don't need to project force, and Singapore does not need to do that.
