I live in a really trashy city, and every day I walk around and think that it wouldn't be bad at all if everyone gave a shit about the place where they live.

If you live in a smaller town where everybody knows everybody and you have a good reputation and the guy you shoot has a reputation for being shit you might well be able to take action and not worry about it, but in more urban areas where we are all just a number and a name it is a large risk to take.
