Professional welding instructor here, thats what we call a "gorilla weld"! Its not especially pretty but its quite strong, that's at least 6 passes of a wire fed process (either mig or fcaw-g). It looks like that "pipe" doesnt even hold anything up, pretty much just its own weight.
TL; DR its not going anywhere, you guys need to quit your whining. I've seen welds just as poor come from the American automotive and manufacturing industries.

This is pretty shit. Clearly a newer guy getting the hang of compound welding and rushing the job, fucking up his heat management on the piece. It'll probably still hold just fine, though, and is easily ground off and rewelded if necessary in a day by a single worker.
Honestly, the specific welds aren't the problem. It's more the fact that they're still doing all this by hand rather than using the cheaper, more advanced and more consistent production methods employed by just about every other major .mil producer.

It doesn't really matter how pretty the weld is for integral joint strength - a perfect bead is not necessary for the joint to still be stronger than the surrounding material.
What, however, IS a problem revolves around the way in which that weld is "ugly". If the welds, just by looking at them, show significant issues with heat management during the process (excessive burn-through or pitting showing too much temp and excessive splatter, globbing or even outright bead lifting showing too little heat penetration), then you've got a problem with joint integrity. The pic here >>30913568 shows significant weld integrity issues along entire beads (whether this is a shitty corrosion repair job or initial production is hard to say). The joint here >>30913436 is generally fine. Not pretty, and with a very half-assed grinding job to knock some of the ugly off, but structurally probably fine.

The fact of the matter is that the US tends to make far more extensive use of welding automation in addition to grinding down/smooth/off exposed beads as a matter of course during production. This means you'll rarely see a demonstrably "bad" weld and very few ugly ones on US production military vehicles after the early-mid 90's.

Any welder who's been on the job for more than a few years can look at a joint and tell you if it's any good in way less time than half the checking gear. The only time we really use that gear on a weld by weld basis is if we're doing NBC/water/air sealed/pressurized container work because fucking NO ONE wants to recheck a mile and a half of bead just to find that one pinhole when the whole thing fails a pressure test.
