Yes they can, and their laws are pretty damn awesome compared to many countries here, you don't nees to justify anything to have a PAL, you just do the course and you can buy rifles and shotguns now, you don't need to justify yourself to a pig or seek individual license for each gun, you just use your PAL to buy a 14" barreled shotgun with detachable mags and it can even be delivered to your door, you just go to a store, show your PAL then buy a .223 Vz.58 rifle and then order an AR magwell adapter online for them 10rd "pistol" mags.
