Because they only Nato members that would have large stocks of them should be send them over to feed ammerican's hungry hungry guns.
Also the governments concerned can use the changeover as a jobs program for the arms and ammo factories.
If poland said fuck it lets ask nato to make 54 a nato standard they would have less reason for a contract to the ammo factory to send them so many thousand rounds of ammo to add to their war reserve and training allotments.

That was the idea of NATO, to set some standards between the western militaries so that in the event of Soviet-driven WW3, the Western armies (US, [West]Germany, Britain, France) would atleast be able to share ammunition and other front-line essentials if needed.
