At the DMR meeting I went to in June, they mentioned they're working with shooters in the Yacolt Burn State Forest, so there must be a lot of places there. Get a trail pass, and drive around, use Google to scan for open pits, or just ask other shooters in the area.

No, those don't exist just get your own, or chance it. Honestly I've never been checked, but its worth it to just buy your own if your going shooting that often.
