No particular decade, but the period between the 60s and the 90s, starting roughly with the Katanga emergency in 61 and ending with the settlement of the South African border conflicts in the late 80s. The 50s too if you count the Algerian war. During this time mercenary work was constant and abundant all over Africa and the developed world. You could ague this period continued into the 90s with EO, but they were borne of the very bureaucracy that would kill them once they stopped being useful.

Africa in the 60s and 70s was a mercenary wet dream. The entire continent was destabilized with dozens of factions willing to pay anyone with a pulse to come in and kill whatever other dark-skinned fools they were up against. Equipping your merry band of hired guns wasn't an issue either, since WWII vehicles and weaponry could be had for a mediocre blowjob.
