Seems like it could basically be a very large APC with poor off-road mobility. Could be useful for moving troops around on roads in rear areas where there is some possibility of ambush. And there's no reason why it couldn't be armored to resist small arms, and that's all APCs are generally resistant to anyway. Saying it would be wrecked by a tank isn't really a flaw, since pretty much anything that isn't a tank is vulnerable to tanks as well.

No matter how tiny the plane is, the bomb is still 2 tons, and that's about four times the weight of the typical dirigible-launched fighter. The USS Los Angeles (which the airship pictured here appears to be) could only carry one such fighter; the Akron and Macon could carry 4-5, which is to say they could probably carry one of these planes and a single 4,000 bomb. Also, 25,000 feet is pushing it - WWI dirigibles did reach that kind of altitude, but only after losing all ballast, payload and most of their fuel.
